The Goa unit of the National Confederation of Human Rights Organisations, Goa on Tuesday have called for the implementation of Constitutional Clauses for women reservation to empower women leaders.
At a media briefing on Women Reservations in Legislation through State Assembly, the participants underlined the need for the proposal to be approved by the Election Commission of India, Goa and further agreed by each of the mainstream political parties.
The participants said that the proposals should be implemented before the upcoming State elections 2022 and the panchayat election 2022.
Some of the measures recommended by the participants includes having equal number of constituencies for elections, 20 male and 20 female legislators by defining the women leaders only reserved villages/ cities.
It was further recommended to have villages on rotation process every five years to allow equal rotation and opportunities for men/ women constituency. Allow choice of Deputy Speaker or Speaker to be a women leader, either role; select committees within the Legislature to have adequate women as members and mandate the Constitutional clauses to Municipalities and panchayat elections as per the Constitution.
It was pointed out that it is vital to ensure there is active participation of women Legislators in decision making, policy building, legislation of women rights and concerns.
They further pointed out that Constitution of India not only grants equality to women, but also empowers the State to adopt measures of positive discrimination in favour of women for neutralising the cumulative socio-economic education and political disadvantages faced by them.
The conference was addressed by Prof Joan Rebello, Royla Fernandes, Adv Seoula Vaz in the presence of NCHRO convenor Ranjan Solomon.
