Carmona seeks clarifications on River Sal fencing proposal

The extra ordinary gram sabha of the Carmona panchayat on Sunday has resolved to seek clarification on a host of questions in respect of the application seeking permission to put up temporary fencing on the banks of River Sal and to erect temporary structures.

The meeting chaired by Sarpanch Sandra Fernandes saw members participating in the discussion, demanding that the panchayat should first seek clarity from the Goa Coastal Zone Management Authority (GCZMA) before granting any permission.

Sarpanch Sandra later told the media that the panchayat would act on the suggestion made by the gram sabha members and forward the queries to the GCZMA for replies.

During discussions, members pointed out that the Coastal Zone Management Authority should go hand in hand with the RP 2021. They further claimed that the High Court and NGT orders have stated that the CZMA and the RP 21 should be read together, insisting that ecological sensitive areas cannot be used for any development.

Amongst the host of queries raised by the members, they demanded to know the jurisdiction and mandate of the GCZMA as defined by CRZ 2011; definition of temporary structures; State provisions under which temporary structures are permitted in khazan fields; whether any management plan is in place to protect mangrove forests and khazan lands, etc.
