In a complaint addressed to the chief minister, the complainant Peter Lobo has alleged that MLA Michael Lobo along with his Personal Assistant, Ashley Vaz and Parra Panchayat Secretary, Eknath Talkar have been indulging in illegal activities by making fake documents of sale deed and constructing illegal houses at Bhatti-vaddo, Parra.

"The construction on the said land is being carried out without the permission of Town and Country Planning, conversion, PWD and NOC from panchayat," Lobo, a resident from Lobo-vaddo, Parra alleged in his complaint.
He said the panchayat secretary has been indulging in many illegal activities which were against the Panchayat Rules and Regulations Act and further sought his (secretary's) suspension from government service until the investigation was complete.
In the complaint, he further said all the three persons have been indulging in corrupt practices and stressed the need to investigate them.
The complainant first submitted a hard copy of the complaint to the chief minister's office on May16 and followed it up with a reminder on the CM's official email on May 25.
After receiving the complaint on email, Chief Minister, Manohar Parrikar made a noting requesting the Director of Panchayats to examine the matter and report the status of the complaint, as also action taken by June 25. Soon after getting the complaint letter with the CM's noting, the office of the Directorate of Panchayats went into an overdrive issuing memorandums to officials concerned.
The Bardez BDO was directed to inquire in the matter and submit a report.
Accordingly, after inquiry the BDO served site inspection notices of the alleged illegal construction to all the concerned parties for July 17.
Although all the parties were served the inspection notices, the notice to Michael Lobo returned back as undelivered.
Parra Sarpanch, Delilah Lobo said they were ready for the inspection and the complainant should identify the illegal construction.
"The secretary has already filed his reply. Let the complainant first identify the illegal construction then I will talk. I don't know which illegal construction he's referring to...," the sarpanch said. When contacted, both panchayat secretary, Eknath Talkar and Ashley Vaz said they did not own any construction at Bhatti, Parra.
Site inspection cancelled over ack of police protection
MAPUSA: The site inspection fixed on Tuesday based on the complaint of Peter Lobo could not take place as the complainant refused to go to the site due to inadequate police protection.
As decided, the BDO officials concerned, Parra Sarpanch, Delilah Lobo, panchayat secretary, EknathTalkar and Ashley Jason Vaz, PA to Calangute MLA along with the complainant had gathered at the panchayat office at 11.30 am.
Since only one police constable was present for the inspection, the complainant refused to accompany the site inspection team and had to be cancelled.
"I had asked for full police protection. Last year in a similar site inspection, a local, Anthony D'Souza was brutally assaulted by a mob allegedly instigated by Michael Lobo. I don't feel safe and therefore request enough police force to deal with mob violence of any," the complainant said.
Have nothing to do with land n question: Calangute MLA
PANAJI: Calangute MLA Michael Lobo denied any involvement in the land in question that was alleged by one Peter Lobo from Parra saying that land is not in his name.
Speaking to The Goan, Lobo said Peter has been driven to file cases against him because his illegal structures were demolished. "Peter has been filing cases because he had built some illegal structures which were used to house labourers, who were creating a nuisance in the locality. They used to stay up late drinking besides there were no toilet facilities and they used to defecate in the fields, so they were demolished," Lobo said.
"I'm not involved in this case. My name is not on the sale deed and I am not involved in these kinds of things. Anyone can make any allegations. This Peter has also filed cases against a health centre I have built for the benefit of the village. He is backed by Joseph Sequeira who is currently fighting several cases against me challenging the election of panchas as well as several cases," Lobo said.
