Collector ignores advise to avoid interviews for junior level posts?

PANAJI: The decision of the office of the Collectorate to call aspirants for a “walk-in-interview” for the posts of lower division clerks and data entry operators has already created flutter after unending queues of youth lined up encircling the collectorate complex and sending passersby into shock.

It has not transpired that the decision of the collector to call for interviews of candidates for posts of LDCs and DEOs, purely on 11-month contract or otherwise, flies in the face of instructions from the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) which had written to all Chief Secretaries seeking that the government should discontinue holding interviews for recruitment of such junior level posts “where personality assessment is not an absolutely necessary requirement.”

Based on the letter the state department of personnel issued instructions that all interviews shall be dispensed with for all Group C and D posts and non-gazetted posts in D category.

The circular was issued back in January 2016 with an instruction for implementation of the ‘No review requirement for junior level posts’ by the authorities concerned.

The ministry had called on government organisations to end the practice (of interviewing) at the earliest “as it will help in curbing corruption, more objective selections in a transparent manner and substantially ease the problems of the poor people.”

The recent recruitment was for 40 posts of lower division clerks and 24 data entry operators purely on contract basis for a fixed period of 11 months, which one could argue does not come under the ambit of regular recruitment of the government.
