Congress in political spotlight over Salcete developments

Party inducts Navelim activist Pratima Coutinho; Citizens' group backs Elvis Gomes for Cuncolim; potential ticket tussles on cards

All eyes will be on the Congress today, as the principal Opposition party finds itself at the centre of two politically significant developments in party’s minority stronghold of Salcete.  While the party is set to welcome a prominent women activist from Navelim Pratima Coutinho into its fold, a parallel development in Cuncolim could trigger fresh political equations ahead of the 2027 Assembly elections.

A group of citizens and political leaders under the banner of Swabhimani Cuncolkars is preparing to formally unveil Congress leader and former top bureaucrat Elvis Gomes as its preferred candidate for the Cuncolim constituency. The group is expected to urge the Congress leadership to field Gomes from Cuncolim in the 2027 polls. However, with Leader of Opposition Yuri Alemao already representing the constituency and widely expected to retain the party ticket, the prospects of the Congress accommodating Gomes appear slim.

If the Congress leadership decides to back Yuri once again, it could eventually pave the way for Gomes to part ways with the party and enter the electoral fray against the Leader of Opposition, setting the stage for a high-profile contest in Cuncolim in 2027. 

Social activist Pratima Coutinho's decision to return to the Congress fold after a gap of nearly five years has not gone unnoticed in Salcete's political circles—though for reasons beyond her homecoming.

Political observers have drawn parallels between two developments separated by exactly a year.

On July 5, 2025, the Congress leadership, led by Goa desk in-charge Manikrao Thakare, AICC secretary Anjali Nimbalkar, Leader of Opposition Yuri Alemao, then GPCC president Amit Patkar and other party leaders, MP Viriato Fernandes, welcomed three-time Navelim Zilla Panchayat member Cipru Cardozo into the party.

Since then, backed strongly by Yuri Alemao, Cipru went on to secure Congress tickets for his nominees in the Navelim and Davorlim Zilla Panchayat constituencies during the December 2025 ZP elections. The strategy paid off, with the Congress wresting both seats.

Exactly a year later, the party leadership is preparing to roll out the red carpet for Pratima Coutinho, who is scheduled to formally re-join the Congress at the Congress House in Panjim on July 2.

Adding another dimension to the unfolding political developments, former Chief Minister Churchill Alemao and his daughter Valanka Alemao—both of whom have repeatedly expressed their intention to contest the 2027 Assembly election from Navelim—recently met newly elected GPCC president Girish Chodankar and conveyed their desire to return to the Congress.

Their subsequent meeting with Congress national president Mallikarjun Kharge in New Delhi has further fuelled speculation that Valanka may soon formally join the party with an eye on the 2027 Assembly polls.

These developments have inevitably triggered speculation in political circles over who the Congress will field from Navelim in the 2027 Assembly election. Will the ticket go to Pratima Coutinho, who is returning to the party on Wednesday? Will Valanka Alemao emerge as the party's choice if she rejoins the Congress? Will Cipru Cardozo get the party backing for the ticket in 2027, Or will the party settle on an altogether different candidate?

As Pratima prepares to make her formal entry into the Congress, sources said senior party leaders and MLAs, including Yuri Alemao and Alton D'Costa, have reportedly reassured Cipru Cardozo that no commitments or assurances—including any promise of an Assembly ticket—have been given to any of the new entrants.

However, Cipru's supporters are understood to have reminded the party leadership that the three-time Zilla Panchayat member had demonstrated his organisational strength after the Congress regained both the Navelim and Davorlim Zilla Panchayat seats in last year's elections.

With multiple aspirants and fresh political realignments taking shape, the battle for the Congress ticket in Navelim appears to have begun well ahead of the 2027 Assembly elections.
