The Cunchelim Comunidade has directed the Goa State Urban Development Authority to stop undertaking any works on land belonging to it, virtually withdrawing permission to develop the Cunchelim football ground.
In a written communiqué to GSUDA, the Cunchelim Comunidade said the earlier NOC issued to the agency stands nullified and has been revoked by the present managing committee.
"It has come to the notice of this office that GSUDA is planning some works in the land bearing Chalta no 106 and PT Sheet No 5 (the land housing the football ground) belonging to the Communidade of Cunchelim. You are hereby directed to stop all works in the said land as the NOC issued on March 13, 2015, stands cancelled, null and void," said a letter signed by the Cunchelim Comunidade President, Avadhut Swar and Attorney, Amancio D'Souza.
The letter further said the then NOC did not have the consent of a duly convened general body meeting of the Comunidade of Cunchelim.
"The present managing committee in its meeting on September 5, 2017, resolved to revoke all NOCs which does not have the consent of the general body in terms of Article 30 (4) of the Code of Coummunidade," the letter said.
Sources told The Goan that Cunchelim Comunidade has plans to develop the ground on its own. There were fears that if GSUDA develops the ground, locals will have to seek permission of Mapusa Municipal Council whenever they want to use the ground.
GSUDA's Chief Project Officer, Jagadish Hosamani acknowledged that his office received a communication from Cunchelim Comunidade.
"If there is no NOC, we can't do much. We will have to wait and watch. Possibly, the Mapusa Municipal Council may try to find a way out," Hosamani said. Sources informed that Ryan Braganza was the president and Yeshwant Gaundalkar was the attorney
of the Cunchelim Comunidade when the NOC was issued to GSUDA to develop the football ground. It may be recalled that GSUDA, Vice Chairman, Sandip Falari had a couple of days back told The Goan that the agency will soon take up development of Cunchelim football ground.
"The estimates for two football grounds - Cunchelim and St Xavier's College - have been drawn. We only need to tender the works," Falari had said. Sources said GSUDA was planning to lay the foundation stone for the development of the Cunchelim ground by end of September.
