The Cuncolim Municipal Council on Friday resolved to carry out inspections of the illegal bore wells in the Cuncolim Industrial Estate and conduct a survey of the illegal scrapyards operating in the municipal area.
At the Council meeting chaired by Chairperson Lavita Mascarenhas, the Council has further decided that the Municipal administration should issue construction licences, occupancy certificates and all other documents in a time bound manner. Lavita maintained that the chairperson is kept in the dark by the administration on the question of inward and outward of files, adding while the administration takes decisions on their own, the elected representatives face the brunt of the people.
“The meeting has decided to issue the construction licence within 60 days, Occupancy certificates within 30 days and other documents within the time frame. We elected representatives are here to help the people and the senior citizens,” she said.
Even as the Council resolved to carry out the survey of all illegal scrapyards in the municipal area, the chairperson told Chief Officer Shankar Gaonkar to ban cycle borne vendors collecting scrap from the interior of the wards in the interest of safety of women and the girl child. “Our Municipal workers go door-to-door to collect waste. Let the cycle borne vendors collect the waste from the main roads,” she said.
On the illegal bore wells in the Cuncolim Industrial Estate, the chairperson said the Municipality will conduct a site inspection based on a complaint received by the civic body. Opposition councillor Mario Moraes, however, demanded that the civic body should also carry out a survey on the illegal wells in the Municipal area supplying water to the industrial units at the Cuncolim Industrial Estate.
The issue over the sealing of a premises at Panzorconne came up at the meeting, wherein the chairperson pointed out that the Municipal officials should carry out action against all illegal structures without any discrimination. “An impression should not be created that the civic body is selectively targeting certain illegal structures while leaving others scot free,” she demanded.
On inspections carried out in the wards, the chairperson pointed out that the chairperson as well as the ward members are not taken into confidence by the office while carrying out the inspections. Councillor Mario, however, told the chairperson that the Council has already passed a resolution to take the chairperson and ward members into consideration while carrying out inspections in the wards.
The chairperson also proposed reshuffle of the Municipal staff in the various sections in a bid to improve the functioning of the Council.
