Stating that continuous training is needed for government officers, Chief Minister Pramod Sawant highlighted the importance of a good training institute to provide good administration in a state.

Sawant spoke after unveiling the foundation stone for the new building of the Goa Institute of Public Administration and Rural Development (GIPARD) at Ella Farm, Old Goa on Thursday.

Expressing happiness over the overall project, Sawant, however, suggested a lift be provided in the building for the benefit of the physically challenged.

“If the administration of any state has to be good then its training institute has to be good. Some people think that once they get elected or once they become government officers, they know everything, which is a wrong notion. Until and unless we get training and update our knowledge regularly, we won’t be able to provide effective administration,” Sawant said.

Sawant further stated that if one wants to provide good administration to the people, then one needs to keep oneself updated.

“For that to happen, my suggestion is that government officers need to undergo training after every 2-3 years,” he added.

“Training should be a continuous process as apart from updating knowledge, it makes them responsible for their duty and also makes them people-friendly. The training also focuses on good governance,” Sawant informed.

“During the pandemic, GIPARD did a good job imparting training to over 3,500 persons, including government officers, SHG members. GIPARD also contributed immensely towards ‘Atmanirbhar Bharat, Swayampurna Goem’ and its contribution will continue towards taking forward the concept of Swayampurna Goem in 2021,” he stated.

“We need to become Swayampurna not only in dairy, agriculture or horticulture sectors but also in skilled manpower and GIPARD will help in that. We need to become ‘vocal for local’, not only in products but also in the human sector,” Sawant added.

“Just like we promote our local products, we should promote our local talent. If we do not promote our locals, nobody else will,” he said.

“We have already started to prepare the Vision Document based on which we will work towards making Goa Swayampurna and we will need cooperation from all Goans,” the CM stated.

Finally, wishing Goans a happy new year, Sawant hoped that in the new year there won’t be the need to wear masks and use sanitisers.

Cumbarjua MLA Pandurang Madkaikar and GIPARD director-general Mathew Samuels also spoke on the occasion. Corlim ZP member Siddesh Naik, Old Goa sarpanch Janita Madkaikar, GIPARD director (training) Michael D’Souza and others were present.
