The GHRC comprising of A D Salkar and J A Keny took note of the fact that neither the parish priest of Santo Estevão, Goa Police nor the Collectorate officials had any objections to the burial of Fr Bismarque.
Acting on an application filed by Adv Aires Rodrigues, the Commission directed that “the Collector and District Magistrate issue directives to the concerned authorities to liaise with the parish priest of Santo Estevão to arrange the last rites of the deceased.”
Pointing out that with all the forensic tests done and the viscera report having been received the mortal remains are not required for any further examination, Adv. Rodrigues in his complaint has submitted that Fr Bismarque Dias must be given a fitting farewell and laid to rest with all due respect.
The GHRC directives came after hearing a complaint filed by Adv Aires Rodrigues that the body of late Fr Bismarque Dias is lying in the morgue at GMC for over 16 months and the final rites were not yet conducted.
The GHRC while adjourning the hearing further to April 20 in its order today noted that despite the NOCs issued by the Crime Branch and the Additional Collector of North Goa the body of Bismarque Dias was still lying in the morgue.
Adv Rodrigues had drawn the attention of GHRC that the SC in a recent judgment had held that even in death, a person has dignity and when one is dead deserves to be treated with human dignity, it being a basic human right.
