Goa slipped a notch from last year to attain the second position in the overall administrative performance in the small States category on Tuesday.
In a survey conducted by Bengaluru-based Public Affairs Centre (PAC), Sikkim out beat Goa as the best governed small state while Mizoram came in at third in the list.
In 2020 survey, Goa was adjudged as the best governed State while Meghalaya was at the second position.
The PAC ranking was based on parameters such as growth, equity, sustainability, voice and accountability, government effectiveness, rule of law, regulatory quality and control of corruption among others.
Among the bigger States, Kerala continued to hog the limelight retaining its first position. Tamil Nadu and Telangana came in at second and third position while Uttar Pradesh was declared last in the list.
Goa, however, ranked first in the growth parameter index of the survey followed by Delhi and Himachal Pradesh. Performing last were Meghalaya, Nagaland and Manipur.
In sustainability category, placed at the top are Mizoram, Arunachal Pradesh and Goa ranking first, second and third respectively while the States placed at the bottom are Manipur, Uttarakhand and Delhi ranking 9th, 10th and 11th respectively.
Mizoram has improved three places while Arunachal Pradesh has improved remarkably by seven places as compared to their performance in PAI 2020.
Goa slipped two places compared to last year. Manipur has fallen by one place, Uttarakhand improved by one, while Delhi drastically fell from 5th to 11th this year.
As regards to the scheme-wise implementation, in case of National Health Mission (NHM) the top three performers were Kerala, Goa and Tamil Nadu while the bottom three performers were Uttar Pradesh, Jharkhand and Bihar.
In case of Integrated Child Development Services (ICDS) Goa was ranked a distant 13. In Mid-day meal scheme Goa, West Bengal and Delhi grabbed the top three places and Andhra Pradesh, Telangana and Bihar were placed at the bottom.
In the Samagra Shiksha Abhiyan scheme Goa was placed at 13.
Goa’s performance in the Mahatma Gandhi National Rural Employment Guarantee Scheme was disastrous as it was placed at the bottom of of the list. The top three performers were Kerala, Andhra Pradesh and Orissa.
In case of Covid-19 response index preparedness and containment during the pandemic ever since the first case was detected in the country till March 31, 2021, Goa which ranked second in the governance index ranked last in its Covid response.
The poor ranking is contributed largely by its substantially weak performance in the containment measures, though it has performed substantially well in the theme of preparedness where it ranks third among the other small States.
On the contrary, Delhi is a top performer due to its strong performance in preparedness, however, it ranks 10th among the 11 small States due to its containment efforts.
As far as equity is concerned in the small States category, Sikkim ranked first, followed by Meghalaya and Mizoram. Similarly, Uttarakhand ranked 9th, Delhi 10th and Arunachal Pradesh 11th.
