A report -- India Justice Report -- done by Tata Trusts and some other NGOs has rated Goa on top for justice delivery among India’s seven ‘smaller States’.

Sikkim and Himachal Pradesh are ranked second and third behind Goa.

With a judge for every 30,386 people, Goa is also judged the best among the States for the judge-to-population ratio for subordinate judiciary.

In gender ration among judges too, Goa scored the highest with 66% of the judges at the sub-ordinate level being women.

However, for the gender ratio among prison staff, Goa fared poorly and ended in the cellar with a score of just 2.2% of its staff being women.
