Goan seafarers have knocked on the doors of Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal with a plea for the inclusive implementation of the SWFS Old Age Benefit Scheme for those aged 75 years and the disbursement of pending MEMA Welfare Scheme payments.
A delegation of the Goan Seamen Association of India (GSAI), led by Joseph Fernandes, Secretary Micheal Benny da Costa and founder President Dixon Vaz, called on the Union Minister and submitted memorandums listing their grievances pertaining to seafarers. Minister for Ports Digambar Kamat and NRI Commissioner Narendra Sawaikar were also present.
Referring to the recently announced Old Age Benefit Scheme for seafarers aged 75 years by the Seafarers Welfare Fund Society, providing financial support of Rs. one lakh to seafarers who have completed 75 years w.e.f. 01/01/2026, the delegation prayed for certain modifications to the scheme to ensure its equitable implementation.
They informed the Union Minister that retired seafarers had brought to their notice that the current eligibility clauses of the scheme may inadvertently exclude many deserving individuals. The delegation urged the Minister to consider extending this benefit to all retired seafarers, including widows of deceased seafarers, who are 75 years and above. “Many of these seafarers have dedicated a significant part of their lives to serving onboard ships, contributing to the maritime industry and the nation's economy,” the memorandum stated.
Besides, the GSAI delegation highlighted issues regarding the Seafarers Welfare Fund Society (SWFS) Monthly Ex-gratia Monetary Assistance (MEMA) Welfare Scheme, specifically regarding the one-time lump-sum payment. “Many retired seafarers and widows who are registered with the SWFS have received notifications regarding this scheme. While some beneficiaries have successfully collected the amount, a substantial number have yet to receive their due amounts. This situation leaves many deserving individuals in a state of uncertainty and financial distress, especially considering the challenging circumstances faced by retired seafarers and their dependents,” the memorandum stated.
The delegation also took up with the Minister the issue of the deduction of 15 dollars from Indian employees working on cruise liners.
Dixon Vaz later told the media that the Union Minister gave them a patient hearing and assured them that he would discuss the issues with the Secretary, Shipping.
