Goa Legislative Assembly Deputy Speaker and Mapusa MLA Joshua Peter De Souza said Goa is well placed to benefit from the vision of Viksit Bharat 2047, thanks to its young population and growing digital awareness.

De Souza was speaking at the Commonwealth Parliamentary Association (CPA) India Region Zone-II Conference held at the Haryana Vidhan Sabha in Chandigarh earlier this week.

The conference focused on the role of an aware society and public representatives in achieving the goals of Viksit Bharat 2047.

He said India is entering a new phase where governance must adapt to a rapidly changing, technology-driven society. According to him, Goa, despite being one of India’s smallest states, stands to gain significantly because of its youthful population.

“The voters are changing, and so are their expectations. This generation is backed by technology and is more aware of current issues than ever before,” he said, referring to developments such as digital payments and artificial intelligence.

De Souza stressed that legislators must adapt to remain relevant and connect with younger citizens. He added that technology now plays a key role in political engagement and communication.

Recalling his entry into the Goa Legislative Assembly in 2019 at the age of 29, he said digital platforms such as Instagram and Facebook were already reshaping political outreach.

He emphasised the importance of knowledge-sharing between senior and younger leaders to strengthen democratic institutions.
