Kawthankar had filed a complaint in 2013 alleging that Churchill Alemão as PWD Minister floated more than 258 tenders valued at around `300 crore without publishing the tenders as public notices in any newspapers.The Central Public Works Department manual mandates that tenders more than `5-lakh have to compulsorily be advertised in newspapers.Jain will now examine all the documents gathered by the police in connection with the case and submit a report to the government.Kawthankar had filed a complaint alleging the former PWD minister cheated the government for crores of rupees by illegally awarding 258 tenders in works division XXV (roads) alone, each of which cost `5 lakh or more.The complaint had also accused PWD engineer P T Parker of violating the crucial guidelines and the then Chief Vigilance Officer and Chief Secretary Sanjay Srivastava of shielding them.Kawthankar said that the PWD failed to publish the tenders in order to grant the works to favour contractors. Parker had reportedly admitted that he had done so with the written approval of Alemao. A vigilance inquiry was undertaken which had affirmed the allegations.
