Sources in the Home Department have confirmed that while the state government licence has been issued, other conditions are still to be met before the company can begin operating the casino in the waters of the Mandovi or in any other location in the state.
Among the permissions that the casino operators need to seek is the permission from the Captain of Ports to berth a vessel in the River Mandovi or any other location that they so wish to set up shop, as well as approval from the Goa State Pollution Control Board and other connected permissions.
In the case of Golden Globe Hotels, the promoters will have to demonstrate a lease agreement that they indeed have the authority to use the vessel ‘Lucky Seven’ registered in Panama as well as their certificate of incorporation of the company and demonstrate that they are complying with conditions of The Companies Act, all of which they are yet to demonstrate. While the company officials have not given a clear time frame from when they will begin operations, it is understood that it could be at least three months before the casino becomes operational.
