The State government has notified the amendment to the Town and Country Planning Act, allowing the change of zone of land in the Regional Plan 2021 and the Outline Development Plan (ODP) as per Section 39A.
As per the notified Rules, a processing fee ranging from Rs 500 to Rs 50,000 must be paid for the conversion based on the area to be converted. Additionally, a change of Zone fee from Rs 50 to Rs 400 per square meter must be paid based on the type of zone change sought.
However, the change of zone will not be permitted in respect of any eco-sensitive land.
On February 21, the Goa Governor granted his assent to the amendment, which was passed in the State Legislative Assembly in the first week of February.
According to the Act, the Chief Town Planner (Planning), upon direction of the Government or upon receipt of an application and with the approval of the TCP Board, may, from time to time, alter or modify the Regional Plan and the Outline Development Plan for carrying out a change of zone of any land therein, in such a manner as prescribed, after giving notice of 30 days inviting suggestions from the public, provided the change of zone shall not be in respect of any eco-sensitive land as may be prescribed.
