In a bid to give solar power generation an impetus the State Government has proposed to tweak the Land Development and Build Construction Regulations to incorporate in them concessions and licensing exemptions for setting up solar farms.
Investors setting up exclusive solar power farms will be exempt from the need to seek prior permissions for construction.
“No permission under these Building Regulations shall be required for setting up solar farms including construction, operation and office set up subject to a maximum limit of 200 square metres per mega watt as envisaged in the Goa State Solar Policy, 2017,” states the draft of the proposed modifications in regulations.
The draft regulations are published in the official gazette by T&CP Secretary, D A Hawaldar who has called for objections/suggestions from the public and which may be filed within 30 days.
The draft also proposes to make it mandatory for certain category of building projects to set up roof-top solar power installations.Group housing projects with a minimum of 40 dwelling units, educational, institutional, commercial, industrial, mercantile and recreational buildings with shadow-free roof top areas greater than 50 square metres are some of the categories the proposed new rules make solar power generation compulsory.
These buildings, the rules propose, will have to install solar power generation capacities of a minimum of 5 per-cent of its connected load or 20 watts per square feet of available roof space.
The draft also proposes specific rules for malls and multiplex projects and stipulates them on plots of a minimum of 10,000 square metres. The draft rules also propose an abutting road of minimum 15-metres width for multiplexes and malls, besides imposing other requirements such as location criteria, a traffic impact study and a traffic management plan from a reputed and recognized traffic consultant and also in-house fire-fighting capacities.
