Universities and Non-Govt Organizations of preparing such documents” for the preparation of people s biodiversity registers and city biodiversity index for city of Panaji. “The tender calls for firms having “thorough knowledge of documenting the Biodiversity of the terrestrial and non - terrestrial (coast, river, estuary, mangrove and wet-land) systems, their taxonomic identification and documentation.” People s Biodiversity Registers (PBRs) are the documents developed by the local Biodiversity Management Committees (BMCs) under Biological Diversity Act, 2002 of India. Panaji s Bio-diveristy Management Committee (BMC) for the city has been instituted on the recommendations of the Goa State Biodiversity Board (GSBB) and its first meeting was held in January 2016. The documentation of local biological diversity prepared in the form of PBR should serve the purpose of identifying the habitats/ecosystems for preservation, identification of local land races, folk varieties and cultivars, stocks and breeds of domesticated animals and microorganisms. Along with the information on species and habitats, PBRs also supposed to document the traditional knowledge associated with the biodiversity. “The consultant or agency will have to provide an online mapping system when the Bio-diversity intervention can be mapped and geo-referenced in a way so that ultimately this has to be synchronized with the City s GIS facility, which is currently under preparation,” the GSIDC has said in its tender. The selected agency will have one-year to complete its work and submit its final report and ensure that the total period for completion for the assignment does not exceed 12 months. The work of the agency will be monitored by a steering committee under the chairmanship of GSIDC Managing Director Sanjit Rodrigues, with the member secretary of the GSBB, a representative of the forest department, a member of the Panaji Biodiversity Committee, a member of BSG and others as members. Selection will be done on basis of a two-stage process. In the first stage, technical proposals will be opened and evaluated and technical scores will be given. In the second stage, financial proposals of that consultant/agency who have a technical score of 75 marks and above will be opened. The consultant/agency with the lowest amount will be called for further discussions to sign a contract. The last date to submit proposals is May 6 while the bids will be opened on May 8 at 3:30 pm.
