The High Court of Bombay at Goa has directed the State Monitoring Committee to submit its report on the proposed open correctional institution (OCI) in Goa, observing that the report was already under preparation.
“From the date of the first order by this court, we realised that the report by the Monitoring Committee is under preparation. Submit the report,” the Division Bench of Justices Valmiki Menezes and Amit Jamsandekar said while adjourning the suo motu writ petition to September 16.
The court is monitoring compliance with the Supreme Court’s directions for setting up an OCI in Goa. In July, it had granted an additional week to a committee drafting amendments to the Goa Prison Rules, 2021, to provide a legal framework for such institutions.
The court had earlier identified the Sanganer OCI in Rajasthan as a model, while directing the Home Department to arrange study visits to OCIs in Buxar and Yerawada.
