The order issued on Tuesday while keeping all contentions open, quashed GU orders, on grounds that the management of the College had not been issued a notice before the decision was taken.
“By withdrawing the NOC without giving an opportunity to the Petitioners of being heard or a show cause notice, led to a situation where the Petitioners have been deprived of providing the students of an opportunity to study in their Educational Institution. The effect of this decision has caused great hardship to the Petitioners as well as to the students and, as such, the impugned Order revoking the NOC stands vitiated for the breach of following the principles of natural justice,” the division bench of the Bombay High Court at Goa stated.

Khalap hails decision, raps Parsekar
PANAJI: College promoter Adv Ramakant Khalap welcomed the decision and pointed fingers at former chief minister Laxmikant Parsekar for causing ‘injustice’ to his college. “Laxmikant Parsekar guilty of causing injustice to our college has suffered humiliating defeat at the last elections. The High Court has vindicated our stand,” Khalap said. “The High Court has reinstated original approval of our college on grant-in-aid basis. We are therefore entitled to grants and hope that the new government will expeditiously release the grants as well,” Khalap said.
