The High Court of Bombay at Goa has rejected the anticipatory bail application of a Mapusa ‘doctor’ clearing the road for his arrest.
The court rejected the anticipatory bail plea of Hanumantray Biradar, who has been allegedly practicing illegally as an allopathy doctor in Mapusa for several years.
Based on a complaint of the Goa Medical Council, Registrar, Govind Nasnodkar that the ‘doctor’ was practicing allopathy without a registration certificate from competent authority, Mapusa Police had booked the alleged accused and begun investigations in the case.
During the investigation, the accused first produced a certificate of registration of Goa Medical Council (GMC) but GMC said that they never registered him. He then produced a registration certificate of Medical Council of India, which was also rejected by the central body.
“Apart from this, his certificates from Anamalai University are also doubtful but we have not gone into those details. Since he’s not a registered doctor he cannot practice,” said S R Revankar, Public Prosecutor in the case.
“Court asked him either to withdraw or it will pass an order. Since he refused to withdraw, court rejected his bail application,” the PP added.
Earlier in June, the Additional District and Sessions Court in Mapusa had also rejected his anticipatory bail application.
After Mapusa Police booked him for fabricating the Medical Council of India (MCI) registration certificate on March 12, Biradar, fearing arrest moved for anticipatory bail.
It may be recalled that acting on a complaint of the Goa Medical Council, Registrar, Govind Nasnodkar, Mapusa Police had raided Biradar’s consultancy opposite the Jama Masjid in Angod, Mapusa. A case was consequently registered against Biradar under section 465, 468 and 471 for forgery and 420 for cheating of the IPC and Section 27 under the Goa Medical Council Act 2005.
Biradar has been running a flourishing practice in Mapusa and in the past similar raids had come to naught due to his political connections.
It may be recalled that former president of Goa Medical Council, Dr Shekar Salkar had also lodged a complaint against Biradar at Mapusa police station in January.
