In five years, 7 urban local bodies registered revenue hike of 59 pc

The total own revenue of seven Urban Local Bodies (ULBs) in the State have witnessed an increase of 59 per cent in the last five years, thereby registering an aggregate Compound Annual Growth Rate of 9.72 per cent.

The information was revealed in the draft report of the ‘Performance Audit on Revenue Collection and Management of Own Funds by ULBs in Goa’. 
The Performance Audit covered a period of five years from 2011-12 to 2015-16 and seven ULBS “ Corporation of City of Panaji, Mapusa Municipal Council (MMC), Bicholim Municipal Council, Sankhali Municipal Council, Margao Municipal Council, Mormugao Municipal Council and Ponda Municipal Council .  
“The average annual per capita own revenues of the seven ULBs was Rs 2093 during the period, the lowest being Rs 792 of Mormugao MC and the highest being Rs 5356 of the CCP”, stated the report.  
However, compulsory tax revenues increased by 40 per cent from Rs 16.07 crore in 2011-12 to Rs 22.49 crore in 2015-16. While, non-tax revenues increased by 34 per cent from Rs 26.14 crore to Rs 35 crore during the same period; other receipts also witnessed an increase from Rs 3.14 crore to Rs 14.68 crore.  
Own revenues of ULBs are made up of compulsory and discretionary taxes envisaged in the Goa Municipalities Act, 1968 and the City Corporation of Panaji Act, 2002. 
Besides, non-tax revenues such as rents, fees and other receipts such as fines and penalties and interest earned on municipal funds also contributed to the own revenues of ULBs.  
Interestingly, property tax constituted the main source of revenue with Rs 91.71 crore, constituting 29.73 per cent of the total own revenue and 19.67 per cent of the total income of the ULBs. This was followed by construction licence fee with Rs 70.59 crore and rent from lease of municipal property with Rs 28.05 crore.  
Nonetheless, the total income of the seven ULBs for five years was Rs 466.15 crore, of which compulsory tax revenues constituted Rs 105.03 crore and non-tax revenues formed Rs 158.17 crore.  
Additionally, government transfers in the form of grant-in-aid and assignments such as compensation in lieu of octroi added up to Rs 157.69 crore.

Former Dhargal sarpanch commits suicide

Former Dhargal sarpanch, Nilesh Naik (40) from Dewoolwada in Dhargal village allegedly committed suicide by hanging himself to a tree at Sukekulan in Dhargal on Sunday.

the goan I networkPERNEM According to Pernem police, Nilesh Naik was found hanging to a banyan tree at around 1.30 pm.   Pernem Police are yet to find the motive behind committing the suicide. Police conducted the panchanama and sent the body to Goa Medical College Hospital (GMC) at Bambolim for autopsy. Pernem Police is investigating the case.
