The Goa Kul Mundkar Sangarsh Samiti (GKMSS) burnt copies of the Goa Agriculture Tenancy (Amendment) Bill, 2017 at the Municipal Market in Panaji while declaring that the amendment harms the interests of the tenants as well as of the larger Bahujan Samaj in the state. GKMSS began a ferocious campaign against Chief Minister Manohar Parrikar on the backdrop of the fast-approaching Panaji bypoll. Santosh Mandrekar demanded that the amendments should be withdrawn immediately and that the state government should implement the old Tenancy Bill, 1964 brought by the then Chief Minister of Goa Bahusaheb Bandodker. He also said that the government should appoint Mamlatdars and special powers be given to them to resolve the cases within three years. It may be recalled that Goa Agriculture Tenancy (Amendment) Bill, 2017 was unanimously passed in the State Assembly on August 2, paving way for the transfer of tenancy cases back to Mamlatdars from the Court of Senior Civil Judge.
