The Goa government has constituted a District Level Oversight Committee (DLOC) for the Kushavati district to monitor the installation, functioning and review of CCTV systems in police stations, in compliance with directions issued by the Supreme Court.

The order follows the apex court’s ruling in Paramvir Singh Saini vs Baljit Singh & Others (2020), which mandated the setting up of oversight mechanisms to ensure surveillance in police stations and safeguard against human rights violations.

As per the notification issued by the Home Department, the committee will be chaired by the Secretary (Revenue) and will include the District Magistrate and Superintendent of Police of Kushavati district. A chairperson of a municipality or head of the Zilla Panchayat will also be nominated as a member.

The panel has been tasked with supervising the maintenance and upkeep of CCTV systems across police stations in the district. It will also engage directly with police inspectors to assess the functioning of surveillance equipment and ensure that systems remain operational.

The committee has been empowered to review CCTV footage to detect any instances of human rights violations that may otherwise go unreported.

The DLOC will submit monthly reports to the State Level Oversight Committee (SLOC) on the status and functioning of CCTV infrastructure and related equipment.
