Refusing to transfer the 1.71 lakh square metres of land to Goa Waste Management Corporation (GWMC) at Bainguinim, CCP has now stated that the State Government execute a tripartite memorandum of Understanding (MoU) between CCP, GWMC and the State Government for setting up an integrated waste management plant.
The 17-member Ruling panel of CCP has however clearly stated that they are not against setting up of the facility.

Refusing to transfer the 1.71 lakh square metres of land to Goa Waste Management Corporation (GWMC) at Bainguinim, CCP has now stated that the State Government execute a tripartite memorandum of Understanding (MoU) between CCP, GWMC and the State Government for setting up an integrated waste management plant.

Addressing a press conference at CCP, Mayor Surendra Furtado said, "We are very clear that the waste management facility should be set up. But we will not part ways with our land. Let us execute a tripartite Memorandum of Understanding (MoU) between CCP, GWMC and the State Government."
Stating that the CCP has received no plans as far as setting up of the waste management facility is concerned, Furtado said, "We have not received any plans of the project and have no idea about the quantum of land the GWMC will require of the 1.71 lakh square metres. Does it require everything? This land belongs to CCP. If this land also is handed over, nothing will be left with the CCP."
"We are not saying we are against the Bainguinim plant, we are all for it. But the land will be in the name of CCP," said an angry Furtado
The legal opinion obtained by the Mayor suggests that CCP may execute an MoU or agreement between the State Government, GWMC incorporating the terms and conditions to protect the interest of CCP and to ensure that the facility will be set up on the land within a particular time and the waste from the jurisdiction of CCP, Taleigao Village Panchayat and Old Goa Village Panchayat shall be allowed to be treated on priority and that ownership right to the land shall remain with the CCP. However, it further states that the land which is not utilised for the integrated waste management plant shall remain with the CCP for utilisation in future.
Additionally, it also states that it is advisable to execute MoU/agreement instead of lease deed. However, after examining the project, the decision could be taken by CCP with regard to the same.
