Chaos prevailed at the
Tivim gram sabha on Sunday after locals questioned the sarpanch for issuing license to a building project without adhering to rules in Cansa, Tivim.
In the confusion, the police were summoned and the gram sabha was later adjourned abruptly.
A local, Manguesh Chari, informed the gram sabha that there was only 2.5 metre road access to the particular area where the project was coming up and asked how the panchayat could give a green signal to the project.
The sarpanch, Sharmila Gadekar said that the builder had shown a six-metre road on the plan and got approval from the Town and Country Planning department.
“When TCP has issued a technical sanction, the panchayat cannot do anything. We have to issue permission to the party within 15 days or else the secretary will be taken to task,” Gadekar said. A group of locals in a written complaint to the panchayat said that there were several residential houses in the area and if the building project came up, the villagers would face problems like garbage and ventilation.
They also feared rise in accidents due to narrow roads in the village and requested the panchayat not to issue NOC to the builder for developing the plot.
The sarpanch urged the villagers to approach the TCP department with the complaint as the technical sanction was first issued by the TCP.
When the panchayat body refused to entertain Dr Meena, a resident of the area, to raise a query on the subject there was chaos at the meeting.
The police were summoned and the gram sabha was called off. Earlier, the gram sabha observed two-minute silence in memory of all those who lost their lives in road accidents. The gram sabha resolved to observe the World Day of Remembrance for Road Traffic Victims and join hands with those observing the day in different parts of Goa.
The resolution was moved by Josephine Pinto and seconded by Camil Pinto.
A short discussion on garbage dumped on the National Highway en route to Tivim was also raised by a villager.
The secretary informed that lifting of garbage dumped along the NH was the responsibility of the State government and not the local panchayat. The gram sabha was chaired by Sarpanch Sharmila Gadekar and the minutes were recorded by Secretary Dhiraj Govekar.
