Mapusa CO faces scrutiny over irregularities in staff recruitment

The actions of Mapusa Municipal Council (MMC) Chief Officer Chandrakant Shetkar are under a scanner following allegations of procedural violations and favouritism in recent staff recruitments within the civic body.

The controversy has drawn scrutiny with the allegation that Shetkar and the MMC chairperson, collaborated to bypass established protocols.

Local resident Atmaram Gadekar formally addressed a complaint to the vigilance department, asserting that Shetkar’s actions warrant suspension or even dismissal.

Gadekar outlined alleged misconduct, noting that the MMC had initially passed a resolution on July 18 to hire four lower-division clerks and two junior stenographers on a one-year contractual basis.

The recruitment, however, was meant to adhere strictly to municipal and state procedural guidelines. 

Gadekar claims that Shetkar and the chairperson bypassed these procedures.

According to his complaint, the chairperson and the chief officer failed to confirm the resolution and proceeded with the appointments without obtaining the necessary approval from the State government.

Gadekar also alleged that Shetkar had compromised the integrity of the hiring process.

“The Chief Officer engaged in illicit activities which violate established legal principles, making him accountable for suspension and dismissal of service,” Gadekar stated in his complaint.

He expressed frustration over what he described as a misuse of authority and breach of trust by municipal officials.

The accusations against Shetkar found strong support among members of the council. At a recent council meeting, several councillors openly criticised both the chairperson and the chief officer, condemning the recruitment as “illegal” and demanding immediate action.

In a dramatic turn during the meeting, the council put the resolution to confirm the recruitment to a vote, and the majority voted against it.

The decision to reject the appointments reflects a united stance within the council to uphold procedural integrity, with several councillors emphasising the need for accountability and transparency within the municipal body.

The vigilance department is expected to assess the allegations and determine whether disciplinary action will be taken against the chief officer.
