In two major decisions, Mapusa Municipal Council (MMC) on Friday resolved to outsource garbage collection from the municipal market and requested for change of zone of the proposed new bus stand site from transport zone to C1 zone.
The council was spending more than it was earning by way of garbage collection from the municipal market, a note of the engineering department said and requested the council to outsource the same to a private contractor or take an appropriate decision in the matter.
“The council earned Rs 5 lakh from the market waste, but spent Rs 7 lakh as salary towards the staff engaged in collecting the waste,” the engineering department note said.
Former chairperson Sudhir Kandolkar and senior councillor Rohan Kavlekar questioned whether the decision was concerning only market waste or whether it included other commercial establishments in the town. It was clarified that presently it was confined to only market waste, and if needed it could be replicated in other wards in the town later.
The council then unanimously passed a resolution to outsource the market garbage collection to a private contractor at the ordinary council meeting held on Friday.
In order to accommodate more public services at the new bus stand, the council decided to change the bus stand site zone to obtain additional FAR, which will translate into more floors for buildings.
“The new bus stand in Mapusa will be a major project that will cater not only to Mapusa, but entire Bardez. The multi-level parking will be integrated to the new bus stand and we need to provide additional services to the public. For this, we need additional FAR,” said Sandeep Falari, Chairperson, Mapusa Municipal Council while making grounds for change of zone.
Accordingly, the council passed a resolution requesting for change of zone of the new bus stand to C1 status.
The council decided to auction 54 stalls out of 108, which were taken up for construction by MMC.
According to an earlier decision by the council, 50 per cent of the stalls will be reserved for the residents of Mapusa and the balance for general category.
The council decided to obtain Rs 1.60 lakh as security deposit for the general category and Rs 1.20 lakh for the general category residents of Mapusa. For the various other reserved categories, Rs 1 lakh will be charged as security deposit.
The council also decided to charge Rs 200 per sq mt as rent for the stalls.
In another decision, the council passed a resolution to construct the roof of Café Dhakuli, a restaurant that was recently reduced to ashes in an accidental fire in the municipal market.
The council further decided to cancel the proposed road from Canara Bank to Mayura Hotel and to retain the road opposite to Bardez Bazaar to a width of 15 metre.
On a request from the Tivim Industrial Estate, the council agreed to collect garbage from the industrial estate, provided every industry in the estate agreed to pay Rs 500 as fees from the measly Rs 50 they were paying till now.

Council asks DMA to allow repairs of building roads

In what appears to be a controversial demand, Mapusa Municipal Council (MMC) has passed a resolution requesting the Director of Municipal Administration to utilise municipal funds for repairing and hot-mixing of all internal roads of all housing and building projects in the municipal area.
“People staying in these apartments are residents from Mapusa, and they pay house and garbage tax, in fact all taxes to the municipality. That way the roads inside the buildings become public roads,” said Sandeep Falari, Chairperson, Mapusa Municipal Council.
He said most building societies have funds to maintain the buildings, but many times they do not have enough funds to repair roads and therefore made a case that the council should be allowed to repair roads inside the building projects.
He further said that former chairperson Rupa Bhakta had to face problems when she was trying to help some of the building people in her ward.
The resolution has been forwarded to the DMA for his approval.
