The Mapusa Municipal Council (MMC) on Wednesday decided to outsource the entire garbage collection work including sweeping of roads, lifting of garden waste and clearing black spots to a private agency hoping that it will improve efficiency of waste management.

The council also decided to hand over its men and machinery to the private agency to handle the door-to-door waste collection and a gamut of other waste-related activities.

For nearly a year, the door-to-door waste collection in segregated form of Wards 1 to 10 was outsourced to a private agency and the council has had a good experience of the exercise.

“The door-to-door waste collection in wards 1 to 10 has been going on very well after it was outsourced more than a year back. There have been no complaints from any of the councillors. The contractor has been doing a good job,” said MMC Chairperson Shubanghi Vaigankar, during a special meeting.

She said in a similar way if the waste collection of entire Mapusa is outsourced to a private entity then the council can focus on larger issues in town.

“Outsourcing of garbage collection will help the municipality and we can then focus on development work,” she said.

As per plans, the private agency will be responsible to collect door-to-door segregated waste, garden and e-waste, debris, diapers/pampers and also handle waste of entire municipal market.

Sweeping of roads, grass cutting and clearing of black spots in all the 20 wards will also have to be handled by the private agency.

Besides, collection of garbage generated at special events such as Shree Bodgeshwar zatra and Milagres feast will also be part of the job profile of the same agency.

It was also decided that the civic body will hand over all its trucks, garbage bins and the present contract workers employed by the municipality to the private agency.

The civic body will soon float a tender inviting bids from various agencies to handle the door-to-door waste collection and other waste-related activities as decided by the council.

“We will ensure that all the workers engaged in waste collection are given proper uniform,” said Amitesh Shirvoikar, Chief Officer of MMC.

He also said that the term of the contract will be for three years instead of one year.
