These and other questions have come to the fore as the high court deadline to commission the STP at Sirvodem expires on May 30, with PWD officials only saying that the STP will be commissioned anytime from now with the Electricity Department on the job of issuing power connection for the Sewerage treatment plant.
After several failed deadlines over the last one year, the PWD had submitted before the court that the department will commission the STP by May 30.
When The Goan, however, contacted PWD officials concerned looking after the JICA project to shed light on the commissioning of the plant within the next two days, he only said that things are moving in the right directions at the STP site.
“We expect the Electricity department to issue power connection to the Plant anytime from now,” an official remarked, adding that the STP should be commissioned within few days time.
It’s now over a year since the civil works of the STP funded under the JICA scheme was completed as per the schedule. The plant, however, could not be commissioned a year ago for want of power connection for the STP.
Petitioner in the Public Interest Litigation, Savio Dias said the PWD will be committing contempt of court if the department fail to commission the STP by May end. “The PWD had in the past set deadlines, which they had failed to honour. I only hope and pray that the PWD will honour its word given to the high court and commission the plant,” Dias said, while disclosing plans to go back to the High Court if the PWD’s promise again goes a begging.
Incidentally, the two ambitious STP projects at Sirvodem, one funded under the JICA scheme and the other by the Goa Sewerage Corporation, were launched by Chief Minister, Manohar Parrikar soon after taking over the reigns of office after the 2012 Assembly election.
Work on the two projects, however, slowed down in the last one year with the PWD attributing the delay to the delay in obtaining the power connection for the STP and sources in the know linking the delay in the commissioning of the plant to the non-payment of bills for the contractor.
Incidentally, while residents as well as officials keep their fingers crossed over the commissioning of the STP on May 30 deadline, officials in the know recalled that former chief minister,
Francisco Sardinha had commissioned the existing 7.5 MLD STD at Sirvodem way back 17 years ago.
