Seeking to explain the reason for the many power outages, Madkaikar said the previous governments had ignored appointing key technical personnel and had, instead, focused on junior staff.
Speaking at a function in the Canacona sub-station on Saturday, Madkaikar said the previous governments had ignored some essential posts in the department.
“Instead, appointments were made to lower posts such as meter readers, data entry operators and LDCs, while several posts of superintendents, executive engineers and assistant engineers have been kept vacant,” said the power minister.
“The electricity department is a technical department and failure to fill technical posts like junior engineers, etc, while also not filling vacancies of linesmen and assistant linesmen have affected the functioning of this department.”
“Our government has initiated plans to fill-up these vital posts on top priority,” Madkaikar said and emphasized that performance, rather than mere seniority, would be essential while promoting staff.
“Someone mentioned to me that a particular executive engineer had unnecessarily been given promotion on ad hoc basis. I have seen the performance of this executive engineer and I commend the official for promoting this executive engineer although on ad hoc basis. Performance is more important than just seniority while making promotions,” the minister added.
