This question has come to the fore since the civic body has been virtually caught napping in holding the pre-bid meeting with the prospective bidders before the tender process is taken to the logical conclusion.
Strange it may seem, but true, that as many as three-bid meetings fixed by the Margao civic body with the prospective bidders went abegging for reasons best known to the civic babus. One can understand the postponement of the first pre-bid in January since it was fixed with the election code of conduct in force, but questions are being raised in the corridors of the Civic body why the subsequent pre-bid meetings did not take place till date.
Taking for instance the pre-bid meeting scheduled on Friday. While representatives of the bidders turned up for the meeting on Friday evening, Chief Officer Y B Tawde played truant. Instead of making his presence felt at the pre-bid meeting, the Chief Officer told the bidders’ representatives that he is busy with the district Collector.
With only the Municipal engineer, Surendra Gaonkar making his presence felt at the meeting, the bidders’ representatives left the civic body after registering their protest.
Chief Officer Tawde, however said there’s no deliberate design to postpone the scheduled meetings, saying the first meeting was postponed in view of the election code of conduct.
