The Goa Tourism Development Corporation (GTDC) has told the National Green Tribunal (NGT) that the ongoing beautification and basic amenities project at Morjim beach promenade is being executed strictly in accordance with the plans and permissions approved by the Goa Coastal Zone Management Authority (GCZMA), while denying allegations of damage to turtle nesting sites and sand dunes.
In an affidavit filed before the NGT’s Western Zone Bench at Pune, GTDC stated that the project had received prior approval from the GCZMA on June 26, 2025.
According to GTDC, the approval permits 12 kiosks with a total area of 129 sq m, a toilet block measuring 152.30 sq m, a 155-metre retaining/dwarf wall and paving over 4,360 sq m, along with other proposed amenities including a fibre statue and boardwalk. The corporation maintained that the approved plans clearly specify the nature of the proposed works and materials to be used and that all activities are subject to strict compliance with the CRZ Notification, 2011.
GTDC specifically denied that any work was being undertaken in turtle nesting or sand dune areas at Morjim. It said the project site, as per the approved plans and CRZ maps, is outside designated turtle nesting zones and habitats.
The corporation also denied allegations that sand dunes had been cut, flattened or destroyed. It stated that any minor displacement of sand during initial site clearing was incidental and temporary and was part of ground levelling required for the approved works.
GTDC further defended the use of JCB machinery, stating that it was deployed for site preparation, debris clearing and levelling and did not amount to damage to the coastal area.
The affidavit also states that the matter continues to be heard by the GCZMA. The last hearing was held on August 18, 2026, while the next hearing is scheduled for October 15.
GTDC has sought dismissal of the NGT application, contending that the proceedings are not maintainable and that the challenge to the June 26, 2025 NOC was filed beyond the statutory limitation period.
