Respected Mr Chief Minister,
At an outset please accept my good wishes for forming the government, and being chosen as a leader, in spite of a negative referendum for your party. It shows your party’s astute political acumen in comparison to your opponents.
We are also pleased that an intelligent and well educated person such as you, who has tremendous amount of love and affection for “Goa” now being branded as “Goenkarponn”, has taken over the reins of Chief Ministership.
This letter, however, is an effort to make you realise why you are so dependent on the casino industry to meet your political commitments.
Sir, since you are a person who loves being spoken to with hard data, I wish to bring to your notice the following: Goa has the per capita income of Rs 2,30,648, which is the highest in the country. Goa has a Gender Ratio of 975 which again one of the best in the country.
Sir, these 2 figures show the fallacy of your social schemes because Goa does not need them. We are literate and thinking population and therefore, one does not need to “Save” girl child in Goa (please sir there may be a few instances of Female foeticide in Goa but no one takes a policy decision on the basis of occasional instances) in comparison to states such as Madhya Pradesh from where you borrowed the scheme like “Laadli Laxmi”.
Schemes such as Griha Adhaar, Pension, etc are also not needed in Goa considering Goa’s Per Capita Income. And to top it all “For God’s Sake” please allow people to buy their LED bulbs, which was the most frivolous schemes seen for a long time. Also high denomination awards, without considering quality, in the field of Art & Culture and pension to artistes who are already well to do is actually a criminal wastage of public money. You don’t need a person like me to convince you on the importance of Financial Prudence while managing the state’s financial affairs.
These schemes are indirectly making your Goan Population dependent, lazy and inefficient. Sir, as a Prudent Chief Minister, you surely do not want this, or else you could soon face the wrath of Demographic Liability rather than reaping Demographic Dividend. Also a lot of your schemes are being taken by “Non Goans” which shall cause a tremendous social divide on lines of Germany, where people have started questioning the Government the on the logic behind locals paying taxes to meet the schemes taken by people coming from outside. And in the bargain have the government leaders imposing an industry like Casinos on the Goan citizen without them wanting it.
Also sir, I fully understand political compulsions of coming to power in politics and therefore some sort of populous announcements have to be done but sir in 2017 the Goans have shown you that Goan people do not want to vote for a government on the basis of schemes. They were told by the erstwhile CM that “You take home 7th Pay on 1st February and vote on 4th February”. Sir, from a decent society perspective it sounds like people being given a carrot of schemes in exchange of their votes, which on all moral grounds tantamount to use of public money to be distributed to voters to get elected. What astonished me was all the politicians contesting the election were promising mindless increase in these schemes. None, I mean none, had the guts to go to public and say that they shall review these mindless schemes and streamline them and that Sir, should be an agenda of your government, to streamline the social schemes with following major factors guiding them: 1. The person must be staying in Goa for minimum 20 years or more and 2. He must be a person of BPL category; 3. He should not be drawing income from any other source/schemes to avail of the benefit.
I wish to congratulate you on increasing the Petrol VAT, which was again, as we call it in Sanskrit, “apatra daan”. Sir, if you do that you shall not have to depend on the industry such as Casinos to finance your government’s functioning.
