The National Green Tribunal has dismissed an appeal against the Environmental Clearance granted for the setting up of a Waste Treatment Plant at Bainguinim at Old Goa.
The Bainguinim Citizens Forum had filed an appeal in the NGT against the Environmental Clearance (EC) dated 06.01.2020 that was granted to the Goa Waste Management Corporation by the State Environment Impact Assessment Authority (SEIAA), Goa for the establishment of a 250 TPD+20% of the Integrated Solid Waste Management Facility.
The Forum in its petition claimed that while granting the EC the sitting and distance criteria have not been adhered to. They also alleged that the EC was granted on a faulty EIA report that was based on incorrect information provided by the project proponent, non-consideration of anticipated environmental impacts, etc. It is further contended that the project was not appraised correctly and was merely based upon the statements made by the project proponent.
However, the arguments didn’t find favour with the NGT.
The Government of Goa, is implementing this project through the Goa Waste Management Corporation (GWMC), Saligao. The GWMC has undertaken the work for establishment of the 250 tons/day (TPD) capacity centralized municipal solid waste (MSW) processing facility based on recycle and sorting line, segregation, bio-methanation and in-vessel composting at the site.
The State government selected CSIR-NEERI, Nagpur to carry out the environmental impact Assessment (EIA) studies as per the terms of reference of the State Environmental Appraisal Committee (SEAC).
It may be recalled that the State government had last month floated a tender for the construction of 250 TPD Solid waste Treatment plant at Bainguinim.
The CCP is facing a huge problem with its garbage and management due to the non-availability of a treatment plant.
