Petitioner before the National Green Tribunal (NGT) Royla Fernandes on Saturday said around 15 trucks had all lined up near the wholesale fish market road at Seraulim to dump mud for filling of land for the Western bypass alignment.
Royla also questioned the proprietary of the PWD, National Highways, to carry out filling without seeking a nod from the NGT.
“How can any activity on the balance 2.75-km stretch start when the high-level panel has not submitted its report to the NGT. Even assuming the PWD is carrying out the filling for the base camp, is the government agency not required to seek permission from the NGT to undertake work?” Royla questioned.
She pointed out that her legal counsel will draw the attention of the NGT to the ongoing work at Seraulim when the Tribunal is yet to dispose of her petition.
The PWD has maintained that no work on the balance 2.75-km stretch of the Western bypass from Seraulim to Benaulim has commenced so far, adding that the filling was being undertaken to set up a base camp to house men and machinery of the contractor.
