PANAJI: The wait for licences and approvals for building factories, warehouses or other business infrastructure in Goa's industrial estates and zones as well as occupancy certificates once built, is set to get shorter for industrialists and businessmen.
The State government has mandated that a single, joint site inspection will be carried by all authorities such as Fire, Water and Sewerage, Electricity, Labour and other related departments at the pre-construction stage.
An elaborate circular issued by Industries Secretary Sudhir Mahajan, said, all departments involved in grant of licenses must share with the Goa IDC their respective application formats, pre-requisites, document check-list required by them to issue their NOCs and/or approvals.
Mahajan said in the circular that the Goa government has also mandated that inspections post-construction related to grant of construction permits and occupancy, should also be joint in nature and adhere to timelines, once the completion is communicated by the applicant.
Dates for the joint inspections post-construction should be communicated within three days of receiving the communication of completion and actually conducted not more than four working days from that date, the timeline set in the circular said. The timelines fixed also add that the grant of occupancy certificate or decision on the application by Goa IDC should be done within eight days.
Mahajan's circular also fixes timelines for the Goa-IDC to adhere to while dealing with pre-construction applications for construction licences.
"If applications are received by 4.00 pm, the Goa-IDC shall distribute copies of the same to all the stakeholder departments within the next working day," the circular issued by Mahajan states. If stakeholder departments have no role to play in a particular application, it must be communicated to the Goa-IDC in writing within four working days, it adds.
Queries on an application raised by stakeholder departments must be sent by Goa-IDC to the applicant by electronic means. And, on receipt of responses, the need for inspection, if any shall be communicated to the applicant within four and scheduled within seven working days, Mahajan said in the circular.
The construction licence shall then be either issued or rejected by the Goa-IDC within 10 working days. In case of rejection, the reasons for rejection shall be clearly communicated to the applicant, the circular adds.
