Only 32 of the 248 bulk waste generators (BWGs) identified in North Goa have registered on the Central Pollution Control Board’s (CPCB) centralised portal to comply with scientific waste management norms, putting the district’s compliance rate at just 12.9 per cent.
Low compliance
The low registration rate came to light during the third review meeting of the Special Cell (SWM), North Goa District, chaired by North Goa Collector Ankit Yadav on Friday.
The meeting reviewed compliance with the Supreme Court’s directions on the effective implementation of the Solid Waste Management Rules, 2026.
The meeting was attended by the GSPCB Member Secretary, Deputy Collectors/SDMs, Mamlatdars, BDOs, Deputy Directors of Panchayats and Tourism, and officials from the Urban Development Department, GSPCB and Police Department.
It reviewed the ongoing identification and registration of BWGs.
Strict enforcement
Following the Supreme Court’s August 18, 2026 directions, the Cell has directed local bodies to strictly enforce BWG registration and inform establishments about the consequences of non-compliance. These include temporary disconnection of electricity and water supply, wherever applicable under the prescribed legal framework. The government has also warned that projects failing to meet waste management requirements could be denied approvals, occupancy certificates and operational clearances.
Raising awareness
To improve awareness and participation, the Directorate of Municipal Administration and Directorate of Panchayats have been directed to place matters related to the Solid Waste Management Rules before upcoming council and Gram Sabha meetings. The Education Directorate has also been asked to include awareness of the 2026 Rules in school education initiatives.
Regular inspections
The Special Cell further directed taluka-level teams to follow fortnightly inspection schedules and submit only geotagged photographic evidence with their inspection reports.
