Chairperson of Mapusa Municipal Council (MMC), Rohan Kavlekar appeared impressed with the outsourcing concept after attending a training session on civic affairs in Hyderabad.
“It was a huge learning experience. I was particularly impressed with the way Greater Hyderabad Municipal Corporation meticulously carried out various civic works through outsourcing,” Kavlekar said.
The chairperson went gaga over Hyderabad city’s garbage collection exercise which according to him was well-organized and worked like a well-oiled machine.
“Compared to Mapusa, it’s such a huge city and they are so efficient and methodical. We need to learn from such big cities,” he said.
Kavlekar said the experience in Hyderabad has reinforced his idea that outsourcing certain civic services was the best way forward.
“Very soon we will outsource the cleanliness of Mapusa’s main municipal market. We had some few issues which have been resolved,” he said.
Most contractors had a problem with the solvency clause which asked for Rs 11 lakh deposit from the contractor who bagged the tender.
“After a detailed discussion with the concerned authorities we have reduced the amount to Rs 5 lakh. I don’t think the contractors will have any issue now,” the chairperson said.
He said fresh tenders will be invited and after following due procedure the cleanliness of the fish, vegetable and the old municipal market will be outsourced to a private entity.
The chairperson said the contractor who bags the tender will bring his own work force and machinery to do the day-to-day cleaning.
“Only the vehicles of the civic body will be let out to the contractor,” Kavlekar said.
He further said that the contractor will have power cleaning instruments which will even clean stains on the walls in the fish and vegetable market.
According to the chairperson the present municipal workers who were carrying out cleanliness in the market will be deputed to other works.
Eleven councilors from Mapusa , five from Ponda and one from Sankhelim attended the two-day training session at Hyderabad.
