'Bonanzas' topped Parrikar's last Cabinet meet
PANAJI: Extension of service, it would seem, is a legacy inherited by Chief Minister Laxmikant Parsekar from the erstwhile Parrikar government.
Documents in custody of show that the former chief minister, now the Union Defence Minister, in his last cabinet meeting on November 7, 2014 cleared eight service extensions, 128 new contract appointments, 37 contract extensions and also created 76 regular posts in various departments.
As leader of the opposition, Parrikar did not let go any opportunity to lambast the government on the issue of service extensions and contract appointments.
The eight service extensions given by the former CM were mostly major ones like to U D Kamat, Director NRI Affairs (1 year); Jose Allen D’Sa, Supt of Police (4 mths); Bhalchandra Tukaram Mahale, Under Secretary GHRC (6 mths); Rohidas M Naik, Section officer GHRC (6 mths); Nandakishor Naik, OSD (HR) GHRDC (1 yr); VB Devidas, Asst Registrar of Co-op Societies (3 mths); Jayant G Sirsat; Sr technical Asst, Directorate of Mines (1 yr).
Apart from the service extensions, the Parrikar government doled out in the last cabinet meet, several contract appointments that included appointment of 58 medical officers, under Directorate of Health Services, with a remuneration of Rs 30,000, creation of 19 posts in SAG on contract, 34 contract appointments in Directorate of Mines and Geology, extension of contracts of 15 data entry clerks through Goa Recruitment and Employment Society and extension of contract of four junior technicians and 10 pharmacists at GMC were also made.
Parrikar last cabinet meeting also saw the creation of 76 new regular vacancies in government departments -- two posts of LDCs in Pernem Municpal Council, one LDC and driver at Chief Electoral Officer at Altinho, 23 posts of various designations in Directorate of Official Languages, 39 posts in Institute of Public Assistance (Provedoria) and nine posts for Public Health Centre, Bicholim.
Former president of the Goa Government Employees Association Mangaldas Shetkar said “it is shocking that Manohar Parrikar who was a very critical of service extensions and contract system followed the same policy when in power.”
“What else can be said besides that it is sheer injustice on the employees promotions,” he added.
