"The CM is not interested in any kind of development in Mapusa. His aim is to replace the Mapusa MLA with a person of his choice," Bhike said, while addressing a news conference in a city hotel.
He said Chief Minister Manohar Parrikar has failed to carry out any significant development in his own Panaji constituency and wondered what sort of development will he carry out in Mapusa.
"Despite having a majority in the last term, BJP failed to do anything for Mapusa. Now, with just four BJP ministers at the helm, what development can you expect here?" he questioned.
Demanding an inquiry into the activities taking place in Mapusa Municipal Council and the office of Mapusa sub-registrar, Bhike alleged that corruption was at its peak in these two offices.
"The chief minister should order an inquiry in the activities taking place in these two offices, particularly in MMC," he said.
Referring to the auction of the 54 stalls that was cancelled 19 months ago, he said the same stalls have been put up for re-auction without fixing responsibility on anyone for causing loss to the municipal council.
The auctioning of 54 new stalls in the Mapusa market were cancelled after the Director of Municipal
Administration pointed to illegality in the process of auctioning.
Recently, MMC has again called for re-auctioning of the stalls by inviting tenders in sealed envelopes. "For 19 months, MMC has lost revenue in crores due to someone's mischief. Why has the council not investigated the matter and fixed responsibility?" Bhike asked.
He demanded open auction of the stalls instead of inviting bids in sealed envelopes to ensure transparency in the auctioning process.
Pradesh Congress Committee member, Sudhin Naik, said some councilors were involved in a scam when the stalls were auctioned last time.
