Hundreds of policemen of the rank of police sub-inspectors and below are upset with an unusual order issued by the department debarring them from using the main entrance and staircase to get to the first floor of the heritage building of the Goa police headquarters.
The lower brass of the police force namely home guards, constables and PSIs, cannot use the main staircase to enter the headquarters, according to the order. “This order is discriminatory and insulting to us. It is a violation of human rights,” said an affected police official.
“As desired by the superiors the main staircase in PHQ complex leading to first floor should be exclusively used by the officers from Rank of police inspectors and above, including the guest will be allowed excess from main entry staircase of PHQ complex,” says the March 2019 order issued by Police Inspector (Headquarters) Sherif Jacques. Implementation of the order commenced a couple of
weeks ago.
The order specifically says that the executive staff from the rank of police constable to police sub-inspector, ministerial, Home Guards and followers staff should access the first floor from the staircase adjacent to the police armoury.
Sources said the instructions came from the top after an incident in which a constable, who was engrossed in a conversation on his cell phone, physically collided with a top IPS officer on the main staircase.
