In a significant move, Principal Chief Engineer (PCE) of the Public Works Department (PWD), Uttam Parsekar has agreed to meet key demands of the Goa Contractors Union (GCU) including transparency and fair competition during the tendering process.
Parsekar acknowledged to meet eight of the 12 demands put forward by the GCU.
This decision was made during a meeting where the GCU delegation presented a memorandum outlining various challenges faced by PWD contractors.
The memorandum, submitted by union representatives, called for measures to ensure fairness, transparency, and the overall welfare of contractors in Goa.
The GCU highlighted the crucial role that contractors play in partnering with the PWD to build and maintain the State’s infrastructure.
However, recent issues, particularly concerning favouritism and delays in payments, have raised concerns among contractors.
Among the key demands accepted by the PCE are improvements in payment transparency, streamlining of billing processes, prompt release of Security Deposits, timely refund of Earnest Money Deposits, extension of tender validity periods with star rates, and the establishment of a technical assistance cell or helpline desk for e-procurement in the State.
The PCE assured the GCU that their concerns are being taken seriously and that the department is committed to addressing them.
The PCE also informed the delegation that the PWD has already begun upgrading its tendering software, with the new system set to launch on October 1.
This upgrade aims to eliminate favouritism and increase transparency in the work allotment process.
A key feature of the new software is the restriction on contractors participating in additional tenders if they have already reached the maximum number of works allowed under PWD guidelines.
This change is expected to promote fair competition, ensuring equal opportunities for all contractors and maintaining project quality.
The GCU expressed satisfaction with the progress made during the meeting and is hopeful that these changes will lead to a more equitable and efficient system for all contractors working with the PWD.
The GCU delegation included President Sunil Signapurkar, Convener and Spokesperson Jitesh Kamat, General Secretary Rajesh Haldankar, Treasurer Amol Navelkar, Secretary Shyam Gaonkar, and members Ratnakar Haldankar, Rakesh Kambli, Noor, Anand Pednekar, Basuraj Halgeri, D R Patil, Laxman Naik, and Satyawan Naik.
