Penha de Franca villagers objected strongly to the preparation of GIS based Master Plan formulation for Panaji city under Amrut programme and also to the inclusion of 10 survey numbers of Penha de Franca village panchayat in Panaji planning area in the gram sabha held on Sunday in the Nana Nani Natvanchem Park.
Sarpanch Swapnil Chodankar informed the gram sabha that the Town and Country Planning department had issued notification on December 29, 2022 that survey nos 91/5, 91/7, 90/1, 36/1, 5/1 and Mandovi River, 38/0(p), 52/1, 59/0, 58/0, 71/2 and Nallah of Penha de Franca will be included in Panaji planning area. These survey numbers fall in ward numbers 4, 5 and 6 of the panchayat.
After receipt of official gazette carrying this notification, the panchayat members along with the local MLA Rohan Khaunte called on the TCP Minister Vishwajeet Rane and conveyed to him their objection to the proposed move of the TCP. TCP Minister Vishwajeet Rane assured the panchayat members that only three structures namely High Court building , Legislative Assembly and Secretariat buildings will be included in Panaji planning area for maintenance purposes and all the aforesaid 10 survey numbers will continue to remain in the jurisdiction of Penha de Franca panchayat.
Ganpat Siddhaye and Pravinsing Shetgaonkar raised doubts as to how only aforesaid structures could be excluded from the survey numbers and mentioned that the panchayat should not rely upon verbal assurance given by TCP minister and that they should request the TCP minister to confirm the same in writing.
Chodankar mentioned that that TCP minister has assured them that within 8 to 10 days revised notification will be issued in this regard. Upon receipt of the revised notification, the panchayat will place the same before the villagers in the next gram sabha meeting which will be held shortly. If the villagers desire some changes to the same the panchayat will act accordingly, said Chodankar.
Further the gram sabha members resolved unanimously to forward this resolution to all concerned departments and TCP screening committee.
