The Goa State Commission for Protection of Child Rights (GSCPCR) has summoned the Child Labour Commissioner and Managing Director of the Real Estate Developers of the construction site at Vaddem, where the five-year-old girl was raped and murdered by two workers last week. 


The summons was issued after the Commission found that the victim and her family lived in highly inhumane, unsafe and hazardous conditions right at the construction site. 


“During an inspection, the panel found that the family of the victim was living under extremely inhumane conditions directly at the construction site. This visit was instrumental in uncovering the hazardous living quarters, unsafe environment, and overall neglect of basic safety and welfare provisions mandated by law,” Commission Chairperson Peter Borges said. 


The Chairperson's first-hand observations have been critical in initiating the formal proceedings against those responsible for the oversight and mistreatment at the site.


“This incident has brought to light the severe and unacceptable living conditions endured by children and their families at this site,” he said. 


 With the summons issued, the Commission has directed a hearing on May 2. 


 “We strongly condemn the neglect and abuse found during the inspections. Our society’s most vulnerable members must not be treated with such blatant disregard. This Commission will ensure accountability and justice. We expect full cooperation and immediate action from all parties involved to rectify these violations and to re-establish a safe environment for our children,” Borges said. 


Murari Kumar (24) and Upnesh Kumar (22), both workers at the same construction site were arrested by Vasco police for the offence, and are currently in judicial custody.
