Here's good news for all govt employees in the State. Following the footsteps of the Centre, the govt in Goa has given the thumbs up to implementation of the Seventh Pay Commission recommendations, burdening the exchequer with additional Rs 72 crore on salaries every month.

The assurance to implement the new pay structure came from Chief Minister Laxmikant Parsekar on the floor of the State Assembly, who on Wednesday said, "We will implement the 7th Pay Commission (recommendations). We will require Rs 272 crore to implement the same. Last year’s salary paid, including government and aided institutions, amounted to Rs 213 crore. We will require additional Rs 59 crores.”

He also informed that, considering an increase of 25 per cent in last year’s pension of Rs 53 crore, the State Government would have to bear the burden of additional Rs 13 crore.

“If you consider both “ salaries and pension, the amount will increase by Rs 72 crore per month,” the chief minister said.

Parsekar also pointed out that the State Government has made a provision of Rs 2553 crore towards salaries of government employees keeping in view the implementation of 7th pay as against Rs 1946 crore in 2015-16.

Parsekar was responding to Independent MLA Vijai Sardesai who pointed out discrepancies in the reply given by the State Government and RBI on quantum of public debt. While the RBI put the amount at Rs 14,539 crore, the State Government put the figure at 9936.03 crore as on March 31, 2015.

“RBI report states that in case of Goa for every rupee spent for revenue expenditure, only 78 paise is earned by the State Government. This means the 22 per cent of the revenue expenditure is from borrowings. This is huge and means that we are going into debt trap”, said Vijai.

Defending the financial situation of the State, Parsekar said, “Every government takes loans. If infrastructure needs to be created the government has to borrow. We have done it within permissible limits.”
