The Directorate of Education has directed schools across Goa to issue bonafide certificates to students who are unable to generate their APAAR IDs due to the non-availability of Aadhaar cards or difficulties related to Aadhaar enrolment, correction or updating.
The move is aimed at helping students who cannot obtain Aadhaar cards because they do not have the requisite Residence Certificate, which is required for Aadhaar enrolment.
In a circular issued, Director Education Shailesh Zingade said that it had been informed that while the generation of APAAR IDs was being undertaken across schools, certain students were unable to complete the process because they did not possess Aadhaar cards.
“Further, the Aadhaar Card could not be obtained in such cases due to the non-availability of the requisite Residence Certificate, which is required for Aadhaar enrolment,” he said.
The Directorate has prescribed a standard format for the bonafide certificate and instructed heads of all recognised schools in the State to issue the certificate wherever required.
Importantly, the certificate has to be issued strictly on the basis of records maintained by the school. Students or their parents/guardians can submit the certificate to the Office of the Mamlatdar along with the application for a Residence Certificate, with the Directorate stating that this will help facilitate the generation of the student’s APAAR ID.
The certificate is issued at the request of the parent or guardian for submission at a UIDAI Aadhaar Enrolment/Update Centre for Aadhaar enrolment, correction or updating of Aadhaar details, as required for generation of the student’s APAAR ID.
As of July, APAAR IDs were generated for nearly 81 per cent of the students, covering 2.35 lakh of the State’s 2.89 lakh enrolments.
