The CIC has informed that the change is according to a notification dated September 16, 2016 issued by the Ministry of Law & Justice, Government of India which has partially amended the format of nomination paper (Forms 2A to 2E).
Besides the declaration, in the new format, there is a requirement of affixing the photograph of the candidate which will be later printed on the ballot paper of the electronic voting machine.
The decision assumes significance in the light of the fact that as many as two legislators elected to the legislative assembly last time had to face allegations and litigation that they had acquired Portuguese citizenship. The case, filed in 2012, is still pending before the Bombay High Court at Goa.
