The civil supply department in Vasco located in the basement of Mormugao Municipal Council (MMC) administrative building has come under severe staff constraint with people seen crowded most of the time and heated arguments with staffers being the order of the day.
People complained of the slow pace of work at the department and long queues attributed to short staff in the department.
Staffers who spoke to The Goan said, “this dept is actually very short-staffed and hence we have tremendous workload on us. Sometimes we are here working till late evenings as we have to complete a lot of pending work”.
“Two inspectors and three sub-inspectors should be the strength of this department. One sub-inspector is on leave from August because of his wife’s ailment. We have been following up with the department to depute a replacement. The work of three sub-inspectors and two inspectors is being handled by one inspector. There is not even one sub-inspector in this department. There is no extra staff deployed for POS system and if there are any issues in POS, this inspector only has to run around”, the source said.
Another issue affecting the department is that new permits for fair price shop is done through the system. There are also difficulties in the software system. There are problems during generation of permits as customers have to wait for long.
“We handle issues of the entire taluka and are struggling without manpower. Last few days we have been working till late evenings to avoid pendency on a daily basis. Sometimes people have to wait for two hours for addition of a name in the ration card and hence we work late so that there is no pendency. Forms have to be entered by data entry operator, then endorsed by sub-inspectors and has to reach the inspector and go vice versa for the final results”, sources said.
The department caters to around 31,000 ration card holders and handle a population of 1,29,723 people.
