Asserting that the Regional Plan 2031 will be prepared based on the Transfer of Development Rights (TDR) for posterity policy, TCP Minister Vijai Sardesai on Saturday sought to dispel misconceptions about the proposed Amendments to the Town and Country Planning Act to be introduced in the House on Monday.
Besides introducing three new planning concepts, including Accommodation and Reservation; Transferable Development right for public utility projects and Transfer of Development rights policy for posterity, the TCP Minister will also introduce 16-B to the Act in a bid to give relief to the Goans who were adversely affected by the zoning changes in the RP-2021.
Unveiling the three planning concepts which will be introduced on Monday for consideration in the House, the TCP Minister explained that the Accommodation and Reservation concept will come into place when the government wants to set up a public amenity in a prime land. “Suppose the government wants to create a public amenity, but has no land of its own. Any builder, who volunteers to help the government to set up the facility at his cost will get extra FAR in the same project. This concept will be applicable for public amenities and will be voluntary. The government will not force anyone to set up a public amenity”, he clarified.
Explaining the Transferable development rights concept, the TCP minister said the land owner, who loses his land for a public utility project, will be entitled for extra FAR, either in the same plot or somewhere else as per the choice of the land loser. “This policy will be applicable for public utility projects and there will be no coercion to part with the land”, he asserted.
On the Transfer of Development Right (TDR) policy for posterity, which has come under opposition from NGOs and activists, the TCP Minister said the policy will ensure that Goa remains green and its eco-systems and old houses protected for posterity. “By the TDR policy, the land owner will get incentive, wherein he can sell the development while the
